01

Taxes and public spending

PP

Tax relief for households is a recurring priority.

In 2026, the PP called for IRPF relief to offset inflation and a lower VAT rate on energy. These are party proposals, not enacted tax changes.

VOX

A sharper reduction in tax pressure and political spending.

VOX’s October 2026 campaign launch emphasized lower taxes and shifting budget priorities. Its 2023 national manifesto also set out broad tax cuts.

02

Housing

PP

Build more homes, speed up supply and reduce the cost of buying.

The PP’s 2026 housing plan highlights mobilizing land, faster permits, tax support for young buyers and public guarantees that can reduce the deposit needed to buy.

VOX

Free up land, cut rules and remove taxes on a first home.

In September 2026, VOX proposed liberalizing land, reducing red tape and eliminating taxes on a first home. The same statement also tied housing access to its national-priority and migration proposals.

03

Gender equality

PP

Equality of opportunity, employment, shared care and action against violence.

The PP has backed renewing Spain’s State Pact against Gender Violence. Compare the specific laws, prevention services and care policies each party supports.

VOX

A family-centred approach and a different institutional model.

VOX’s 2023 national programme proposed replacing the Ministry of Equality with a Ministry of Family. That is a stated proposal; compare the party’s specific positions on laws and services as well.

04

Foreign policy and Europe

PP

More strategic influence through the EU, NATO and reliable alliances.

The PP’s 2025 political paper calls for deeper European integration, a stronger role for Spain in EU decision-making, and a reinforced transatlantic and NATO relationship.

VOX

National sovereignty and bilateral relations should carry more weight.

VOX’s 2023 national programme proposed reviewing Spain’s participation in international organizations when it considers them contrary to national interests, and linking development aid to migration cooperation.

How this comparison is built. Each summary paraphrases a linked official party document or statement and keeps its publication date and scope. A manifesto commitment, a campaign statement, an enacted policy and a regional proposal are different kinds of evidence. The comparison does not score parties or predict outcomes.

VOTER PRIORITIES

When two priorities pull in different directions

Pick a common dilemma for a neutral checklist. It surfaces the policy questions to compare; it does not calculate or recommend a vote.

The guide does not choose a party for you

“I want lower taxes, and I care about gender equality.”

Those priorities do not automatically point to one party. Compare the tax proposals separately from each party’s approach to equality: laws, violence-prevention services, pay and representation, parental leave, and care support. The parties differ in both goals and policy tools.

Questions to check
  • Which specific tax change matters to you: income tax, energy VAT, wealth levies or spending?
  • Which equality measures are essential to you: legal protections, prevention, representation or care policy?
  • Are the cited proposals national, regional, enacted or still only proposed?

Voter guide questions

Does this guide tell me who to vote for?

No. It compares official proposals and statements so you can decide which issues and trade-offs matter most to you.

Are these the final programmes for 29 November?

Not necessarily. Each linked source shows its own date and scope. Check the final official programme and confirm whether a proposal is national, regional, enacted or still proposed.

Why does the guide include older programmes?

Where a newer national proposal is not linked, the guide identifies the earlier document and its date rather than presenting it as a new commitment.
